In smaller venues, there is not often space or cash to have two sound engineers on the job - so one audio engineer has to mix both the sound for the audience as well as for the band on stage.
Mixing monitors from FOH means using one channel for two jobs - stage sound for the band and front of house sound for the audience. This means sharing the same gain and EQ for both, which limits what you can do during the show.
